Positive incentives

The “favorable arrangements” announced by governments always concern those who have not been consistent with their obligations toward the state and need a second chance. The state is doing well to grant it to them.

Equally correct, however, would be a bonus to those who haven’t missed an installment. Rewarding consistency is not just a fair measure. It also serves as an incentive for compliance, without which only the insolvent seem to be rewarded with arrangements.
