Fire protection and bureaucracy

Sometimes, measures that seem right on paper turn out to be unworkable in practice. On the crucial issue of fire protection, it seems that the new fire protection regulation was designed without anyone having taken the time to explain what its implementation would mean or who would be responsible for it. 

Such measures, however, must be carefully studied before they are voted on. Their hasty abandonment feeds the culture of lawlessness.
