Municipal fees

The surge in municipal charges brings back the issue of local government finances. 

Dependence on the central state persists as a necessary compromise, as transparent financial management hinges on the commitment of each local authority. 

The determination of the municipal fee is left to their discretion, resulting in a secondary form of taxation without substantial reciprocation. This system should be regarded as one of the noteworthy reform issues awaiting resolution.
