Everyone should have realized by now that yet another “package of measures” against hooliganism is not enough. 

These announcements have become part of the bloody ritual in and around sports stadiums. They are said just to be said and a few days later they fade into oblivion.

Beyond the self-evident punishment of those guilty of the serious injury of a police officer, this time the state will have to prove that it can deal with the problem radically, without hesitation or second thoughts.
