Causing confusion

The need for media exposure is understandable. Government officials, however, should speak only when they have confirmed government decisions to announce. 

Revealing intentions and unfinished plans confuses citizens and damages the credibility of the government and the officials themselves.

Their intentions may be pure but, in this context, spontaneity is not a virtue.
