Money is not enough

It is encouraging that the European Union is showing quick reflexes and has sufficient funds for the reconstruction of Thessaly following the devastating floods.

However, the availability of financial resources is not enough. The country also needs a system to absorb them, and similarly quick reflexes, so that they are not lost, as has happened so often in similar cases in the past. 

An organizational feat is required in order for the Greek state to get over itself and utilize the means given to it to overcome this unprecedented disaster.
