Prioritizing prevention

Greece’s security services are ailing from structural weaknesses that must be cured. This, however, is a process that takes time. What is most pressing now is ensuring that no more blood is spilled, that the murder of a soccer fan on Monday does not evolve into a vendetta between rival fan clubs. 

The authorities need to send a message of determination and zero tolerance, while all the necessary measures to prevent a wave of violence must be taken.
