Local government failures

Transferring responsibilities to local government level is a sound policy, in principle. Municipal authorities will do a better job at taking care of school buildings under their jurisdiction. 

However, local administrations are often shown to be unworthy of undertaking the task. Critical areas, such as infrastructure maintenance, must be subjected to strict monitoring by the central administration. Negligence here can be fatal.
