The big obstacle

The measures taken so far to speed up the course of justice have obviously failed to bring about the desired results. 

The extremely slow pace of judicial procedures in Greece is not just a major institutional shortcoming; it is also one of the biggest obstacles standing in the way of growth.

At the same time, though, it is also one of the most essential reforms that needs to take place, not to mention one of the biggest too.
