Upgrading the country’s power grid requires time and money. However, the petty corruption which fosters electricity theft from utilities should have already been eliminated. 

Given the ongoing energy crisis, the country’s electric energy operator ought to have taken steps to block the holes in the system, as it were.

These costing money for consumers who are already suffering from spiraling prices.
