Management of civil service staff to go digital
The Interior Ministry is planning to introduce an online human resources management system (HRMS) within 2023 that will make it easier to monitor gaps in staffing and the performance of every civil servant on the state’s payroll.
The core of the new system will rely on information from a census of the civil service that brings together the personnel register, plans for new hirings, the movement of employees within the system and details from performance evaluations.
Civil servants’ personnel files will be upgraded to include their qualifications, career trajectories, performance, clocking in and clocking out times, holiday and sick leave, and other such information.
The system will also be linked to the agency responsible for civil service hirings so that staff shortages can be flagged and filled much faster than they are now, as well as facilitating transfers between departments.
